It is not a stock, therefore, it is no different than replacing the simple factory grip wit one more conformal to the user's specific morphology. BATFE is not a law making entity, and is only allowed to enforce the laws enacted by Congress, unless those laws have been modified by SCOTUS decisions. They also seem to have endorsed it long enough to render the practice as common use. So, time to get a new director, and fire Bondi.
